Description

1. CONTRACT BACKGROUND
1.1 In common with all local authorities, Rossendale suffers from the effects of environmental crime including littering, dog fouling, fly tipping and other waste issues. Litter includes such items as cigarette butts, chewing gum and food packing which when deposited inappropriately can cause harm to the environment and be hazardous to wildlife
1.2 Rossendale is committed to providing a "clean and green" borough and this includes reducing the incidents of environmental crime by carrying out awareness raising campaigns and making the best use of the legislation available to enforce against those who continue to commit offences, including through the use of fixed penalty notices.
1.3 The Council has already adopted the use of fixed penalty notices covering a range of offences, which offer an individual the opportunity to discharge and liability to conviction for the offence to which it relates.
1.4 When individuals choose not to discharge their liability through payment of a fixed penalty, then prosecution can be taken through the courts.
1.5 The enforcement described in this Specification must be delivered in a way that ensures effectiveness and value for money whilst delivering a high quality service in line with industry best practice.
1.6 Enforcement interventions must be delivered in a way that is fair and proportionate and the 'quality' of officers delivering a regulatory function is critical to the reputation of the Borough. We are therefore looking for a contractor who has significant experience of issuing fixed penalty notices for one or more local authorities and have the right practical experience, skills and competencies from day one and who can deliver the quality of enforcement that we require.
1.7 The successful contractor must have an integrated back office system capable of handling the volumes of FPNs, payments, appeals and prosecutions as indicated.
1.8 Problems relating to dog fouling, litter, rubbish, fly posting, fly tipping etc. are regularly cited in public opinion surveys as priority issues.
These issues contribute to environmental blight and can adversely affect perceptions of anti-social behaviour and fear of crime. Tackling street scene problems with fixed penalty notice provisions and other powers are therefore seen as a priority.
