Description
You are invited to tender in the procurement exercise to provide Wakefield College with Waste Management Services for the period of 01 February 2018 to 31 January 2020.
The City of Wakefield is situated at the heart of West Yorkshire, and in the center of Wakefield, is Wakefield College. The College is the largest College in the District and has an impressive record, having provided education and training in Wakefield and its surrounding area since 1868.
Today, the College has its base in three major areas as well as delivering learning in community settings and workplaces around the District. Our College is committed to working in partnership with local schools, employers and learning providers to transform learning, attainment, achievement and progression for everyone in the District.
The College is home to over 9,950 students, of all ages and abilities, studying a broad range of courses, from pre-entry level through to higher education and professional qualifications.

The essential criteria identified by the College for this contract are as follows
1. Provision of good quality and suitable waste disposal equipment at each campus as defined within the specification.
2. The appointed supplier to agree with the College suitable collection routines for each type of waste collection at each location.
3. The collection, removal and disposal of general non-hazardous waste and materials for recycling.
4. The provision of skips of varying sizes for inert waste, wood and metals to be collected upon demand of the College.
5. Support in the provision of a recycling service and internal collection facilities to all areas of the College community.
6. Commitment to zero or minimum landfill for waste generated by the College.
7. Auditable records of recycled materials and waste (Carbon Management Plan).
Wakefield College evaluates tenders on a price and quality basis. Price and value is essential to the College but not at the expense of quality. This tender will be scored on price (50%) and Quality (50%) basis.
Economic and Financial Standing. The Supplier must be in a sound financial position to participate in a procurement exercise of this size. This may entail independent financial checks.
A contractor will be selected on the basis of their experience of managing a contract of this type, technical ability and financial standing and must also be able to demonstrate membership of an appropriate professional body.
You must be able to demonstrate a successful track record of providing similar services to a high standard of customer satisfaction. Please provide two appropriate recent references in the format identified within the reference proforma.
You will submit a value for the requirements of the College. Where an item is identified as on demand you should submit a unit cost per lift. You will include VAT (identified) in all costs.
Quality. Each quality element of the tender will be marked on a scale of 0 to 5. An explanation of the value of each mark is available in Points Information attachment.
Tenders will be assessed on the quality of submission and each response weighted in its value of importance to the College. A full breakdown of each element and individual weighting is available in the attached Quality Assessment. Please you ensure you answer these questions fully and where appropriate provide supporting evidence.
Within your tender, you may submit a variation that you believe would benefit the College and improve on the services identified. You must clearly identify such items under a heading of "Alternative Options".
