Description

HS2 Ltd would like to engage with a supplier who has the skills and experience of producing a suite of short films and must have the following skill set across the resource team to include:
• Creative concept development;
• Distilling complex facts into script;
• Applying audience research and analysis into creative approach;
• Script development;
• Storyboarding;
• Location filming, (multi camera, single camera);
• Studio production;
• Animation and post production editing and sound dubbing;
• Graphics and motion graphics;
• Stills photography;
• Videography (low cost fast turnaround single camera); and
• Account management in corporate film making and/or government communications.

Hs2 Ltd would like to create a suite of short films covering key areas essential to the project. The films will give HS2 Ltd the ability to communicate the basic story, more complicated narrative / key themes and promotional messages in a variety of contexts educating and informing internal and external audiences in an engaging and accessible way.

The following productions provides a high-level description of the film and its output messages:

Package 1 - Hs2 the story
Package 2 - The route
Package 3 - Skills and education film (for younger audiences)
Package 4 - Stakeholder Issues
Package 5 - Subject-specific films

The packages of productions have the following overall specifications:
• The films must be produced at high-definition and in a widely-available format, with stock footage and location shots capable of potential reuse in other films. Use of actors, voiceover artists, purchased library footage and any licensed content must be approved by HS2 Ltd and cleared and paid for by the production company.
• Delivery of any film will include an additional, proofed subtitled version as standard.
• Delivery of any film will include an additional version suitable for upload to the HS2 intranet (specifications provided upon award).
• All raw files must remain the property of HS2 Ltd.

How to apply
All potential suppliers must obtain details of the Invitation to Tender (ITT) and submit their tender through the HS2 eSourcing portal. All potential suppliers are required to express an interest by registering on the HS2 eSourcing portal (www.hs2.bravosolution.co.uk). Registering is only required once. Registering: Potential supplier should browse to the HS2 eSourcing portal and complete the following: a) Click the 'click here to register' link. b) Accept the terms and conditions and click 'continue'. c) Enter your business and user details. d) Note the username you use and click 'save' when complete. e) You will then receive an e-mail with your unique password. Access to the ITT: a) Login to the HS2 eSourcing portal with your unique username and password. b) Click on the 'ITTs open to all suppliers' link. c) Click on the relevant titled ITT item. d) Click the 'express interest' button in the 'actions' box on the left hand side of the page (this will move the ITT pack into the applicants 'my ITT' box). This is a secure area for projects only. e) Click on the ITT code. The applicant can now access any attachments by clicking the 'settings and buyer attachments' in the actions box. f) Download the documents relating to the ITT. Click 'attachments' on the left hand side. The number in brackets refers to number of documents that need to be downloaded. Click on the bold and underlined filename.
