Description

It is the Contracting Authority's intention to procure a rich and highly detailed dataset of directly observed travel time and routing data for vehicles using the entire road network. This will be for all roads in England. This data will be extremely valuable to Secretary of State for Transport and across central and local Government and will be used for a number of purposes. Under the contract term the Authority would require an initial delivery of historic travel time data, estimated to be January 2017 to March 2017, to be delivered within two months of the contract start date. Going forward data will probably be provided for period from contract start date, estimated March 2017, to February 2019, However, the Authority anticipates that it will possibly also have the option to extend the supply of this data for additional two (2) years (in one (1) year increments).
The service provided may be based on one or more data sources. These may include in-vehicle monitoring systems, such as Global Positioning Systems (GPS), or roadside monitoring systems, such as Automatic Number Plate Recognition (ANPR) cameras or other sensor technologies.
The Secretary of State for Transport would require travel time data to be accurately referenced to individual links within the Ordnance Survey (OS) premium version geography layers. Currently used is the Integrated Transport Network geography (www.os.uk/itn) but expectation is to move across to the new Highways Network layer (www.os.uk/highways) in the near future.
Central to this contract, the Authority would make datasets provided under the contract available, without additional charges, to other bodies (list available in ITT) for use in managing their respective road networks under their responsibility and undertaking micro and macro transport modelling simulations.
