Description
Rutland County Council intends to provide a substance misuse and treatment service to commence on 1st October 2017.
The Community Substance Misuse and Treatment Service shall aim to reduce the substance related harm to individuals, families and communities and support the building of individual recovery.
The Service will be a single integrated specialist substance misuse service, providing specialist drug and alcohol services for adults and young people, including specialist services for adults and young people within the criminal justice system.
The service will include: alcohol and drug structured treatment and interventions for both adults and young people; required criminal justice provision; advice for other professionals; recovery support; and provision of Needle Exchange and pharmacy-based supervised consumption. These last elements may be subcontracted by the provider. In-patient treatment provision remains a separate contract.
The proposed contract length is 3 years, starting October 2017 with the option to extend annually for up to a further 2 years. This will be subject to satisfactory performance, and enable need and capacity to be reviewed. The maximum contract period will be 5 years, ending September 2022.
The contract value will be set against a maximum value of £90,000 per year, £450,000 over the lifetime of the contract.
