PLEASE NOTE: THIS OPPORTUNITY IS ONLY OPEN TO THOSE SUPPLIERS WHO PARTICIPATED IN PHASE 1 OF THIS SBRI.

Questions on the Guidance Notes, received by 8th September 2019, have been collated and answered in the "Hydrogen supply phase 2 - Q&A" document, uploaded to the Attachments section of this page. An updated version of the Guidance Notes has also been uploaded, reflecting some points raised by suppliers, as follows:
• Section 3, page 11: Tender Validity changed from "Phase 2 proposals shall be valid for a minimum of 60 calendar days from the submission deadline" to "Phase 2 proposals shall be valid for a minimum of 8 weeks from the date of signing of Declaration 2: Form of Tender, in Annex 5". Change made to correct a discrepancy between Section 3 and Annex 5.
• Section 8, page 32: Financial information, changed from "Applicants are requested to provide a fixed price quotation for the work" to "Applicants are requested to provide a capped price quotation for the work"
• Annex 5, Declaration 5, page 73: Code of practice, missing signature box added.

Notice summary:
Phase 2 of the hydrogen supply programme will result in the implementation and demonstration of a hydrogen supply solution and will consider applications to pilot key components or further develop the design of the new hydrogen supply solutions.

Description:
The hydrogen supply phase 2, pilot demonstration will fund up to £7.5m for each demonstration project, with an overall budget of up to £15m. Phase 2 is only open to projects that have taken part in Phase 1 of the hydrogen supply competition. Phase 2 will result in the implementation and demonstration of a hydrogen supply solution and will consider applications to pilot key components or further develop the design of the new hydrogen supply solutions. A pilot demonstration is not limited to a physical demonstration and may only be for part(s) of the process. This could include detailed process modelling or engineering design. No completely new applicants will be able to enter the Competition at Phase 2, although some variation in project partners may be permitted.

Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS SBRI Terms and Conditions , which are available within the guidance notes with this notice. Completed tender submission must be returned by email to industry.innovation@beis.gov.uk by 2pm BST 23rd September 2019. After reviewing and evaluating the written proposals, if successful and upon contract signature, the supplier is expected to attend a kick-off meeting, date and time to be confirmed. Project completion is required by 31st March 2021.
