Description

Review of the Human Element, Leadership and Management (HELM) Training and Education Scheme for the MCA.

The principal objective is to provide MCA with an impartial and objectively evaluated basis for reviewing and revising the HELM programme, if necessary by an in depth report.

The underpinning principles are to;

a) identify the stakeholders' perception about the current HELM programme and the extent to which it meets their needs,

b) identify the most effective training, educational and assessment methodologies and processes to deliver HELM training and education,

c) ensure the requirements under Seafarer Training Certification and Watchkeeping (STCW) are fully met,

a) identify opportunities to add value to UK officer training & certification and the UK Flag, helping the MCA to be a Flag of quality, which adds value without "gold plating".
