Description

The Government Property Agency (GPA) is a public sector property holding company creating great places to work for civil servants.

On behalf of the GovPass project, GPA are seeking to put in place a long term contract for the provision of smart cards and other associated goods.

GovPass is the name given to the new UK government standard for card encryption on a physical access control card. It has already been delivered to 60,000 civil servants and it has ambitions to be deployed across the entire government office estate.

To support the GovPass roll out the GPA requires an ongoing supply of blank, unencoded passes to support this service, as well as the ongoing need to supply buildings already deployed with GovPass and the natural churn in those buildings and their respective organisations.

In particular, the smart card the GPA is seeking to procure is as follows:
MIFARE DESfire EV2 32Kb blank unencoded passes, carrier form factor
CR80.3, 800 microns thickness, PVC / composite.

The notional contract will be for five (5) years and up to £1,000,000

The indicative procurement timeline, subject to change, is as follows:
Pre-Market Engagement - 13th December 2023
Invitation to tender - 1st February 2024
Contract Award - 1st April 2024

As part of the pre-market engagement the GPA will be holding a webinar on 14th December at 13:00-14:00 to brief prospective suppliers on the GovPass project, the requirements, and the procurement process, as well as an opportunity to ask questions and to provide feedback on the requirement and procurement approach.
