Seetec require a provider who can deliver ESOL, Functional Skills, digital skills, employability, and employment enabling accreditations attached to employers with guaranteed interviews. Training will be delivered across the Southwest and Uxbridge for unemployed learners looking to move back into work.
ESOL and Functional Skills needs to include elements of employability to ensure that the focus remains on finding employment. Overall objective is to improve learners' level of English to in turn, improve their employment prospects. Learners are on programme for a limited time, so the teaching needs to be intensive to reduce the time taken to complete the qualification. Learners will be various different nationalities, and the teaching needs to accommodate different levels of capability.
Routeways should include sector-specific training, and the provider should have links to employers to offer guaranteed interviews at course completion to support participants into sustainable employment.
The training interventions required include, but are not limited to:
ESOL and Functional Skills:
• Entry Level 1 (E1) - Basic foundation skills.
• Entry Level 2 (E2) - Slightly more advanced than E1.
• Entry Level 3 (E3) - The highest Entry Level.
• Level 1 (L1) - Equivalent to a GCSE grade D-G (3-1).
• Level 2 (L2) - Equivalent to a GCSE grade A*-C (9-4).
Routeways into employment:
• Level 2 Certificate in Spectator Safety.
• Level 3 Certificate in Spectator Safety Supervision.
• Level 3 Extended Certificate in Spectator Safety Supervision.
• Level 4 Diploma in Spectator Safety Management.
Other training:
• Non accredited employability and digital skills.
• Any other courses or qualifications that would support customers into employment.
The delivery locations are:
Bath, Bristol, Wiltshire, Swindon, Plymouth, Weston Super Mare, Barnstaple, Exeter, Bridgwater, Torbay, Cornwall, Yeovil, Poole, Bournemouth, Weymouth, Southampton, Isle of Wight, Havant, Gosport and Uxbridge.
The provider must be able to deliver in all the above premises.

Seetec reserves the right to award the contract to one or more providers depending on the applications received and the successful providers will be included onto our database of Intervention Partners.
Payment Mechanism:
Spot purchase basis with no guaranteed volumes. Seetec hold contracts across several government departments, spanning multiple geographies across the South West and England.
Seetec Contracting entity:
Seetec Business Technology Centre (SBTC)
This procurement is to deliver services in the Southwest and Uxbridge. However, referrals may come from the Employability, Business & Training or Communities & Education business units, which trade under the following names:
- Seetec Business Technology Centre (SBTC)
- Seetec Pluss Ltd
- Pluss CIC
- Tribal Business Solutions
Standard T&Cs attached for information in addition to these there will be KPIs and SLAs to include:
- Participant progress updates
- Attendance reporting
- Case study submissions
- Contract management reviews
- A KPI of a first earnings rate of 52%
- A KPI of an outcome (income related sustainment in employment) rate of 37%.
Specific requirements and capabilities:
- Supplier must be able to deliver at least the ESOL and Functional Skills courses in all of the locations stipulated
- Supplier must pass the Seetec due diligence process once notified of intent to award (template attached for your information).
- Supplier must have experience working with unemployed and economically inactive participants
- Supplier must submit the rate card template provided which should include the full list of services they are able to provide.
- Any bids that do not answer all questions or requirements will be immediately discounted, and the supplier will not be notified.
