Description

The Louisburg Barracks site forms part of the wider Whitehill & Bordon masterplan with the potential to contribute up to 500 new homes and approximately 2.94 ha of commercial development land. Proposals for the Louisburg Barracks Employment Land (LBEL) have been developed in this evolving context as an enabling package of works that will open the site up for future development by a single or multiple developers. The HCA does not intend to construct any employment buildings at this stage but will build the development platforms on which the buildings will sit together with an access road (and associated street lighting), site signage, perimeter green space/drainage, plus utility connections that will allow individual plots to be serviced in the future. Each of these built elements is briefly described below:
• Development platforms - there will be a requirement to adjust existing levels in order to provide areas that present a suitable unfinished base for employment activities (B1 & B2);
• Access Road - a new spine road will be created that links into the northern spur off Junction 5 of the Relief Road. This spine has been located to provide maximum flexibility in relation to future access to development plots; it incorporates footpaths on both sides together with verges and a soft strip of landscaping. As the final development plots are not defined at this stage the spine does not include any bell mouth connections to the individual plots either side;
• Greenspace and drainage - The broad approach to green space falls into three distinct categories: barrier planting to secure edges - along the northern and western boundaries; maintained planting to public edges - along the southern and eastern boundaries, incorporating a timber rail fence and foot/cycle path linkages to the main connections as necessary; and verge edge and associated tree planting along the proposed spine road. The proposed drainage strategy is based around the creation of SWALE drainage ditches that are contained within the perimeter green spaces;
• Lighting and signage - Street lighting for LBEL will be positioned at the edge of the spine road at the back of the verge. This will be serviced by a new underground low voltage power supply. A LBEL Site Directory Sign has been indicated to the north of the site entrance (this location is subject to further site review at a later date);
• Utilities - delivered via below ground service ducts and cable runs either side of the spine road. Connections to individual plots will be made as and when development comes forward. Power will be fed via two new sub-stations albeit the enabling package will be limited to creation of the sub-station concrete platforms. Site hoarding - the enabling works will also incorporate a requirement to create a secure boundary; this will be formed in moveable Herras fencing during the works with a permanent, plastic faced plywood hoarding and associated acces
