Description
This notice is placed as a Prior Information Notice in order to facilitate engagement with potential providers, and relates only to pre-procurement market engagement.
NHS England and NHS Improvement South East (the Commissioner) seeks to re-commission Lived Experience Services within the South East Adult prisons and Children and Young People (CYP) estate. The precise scope is to be confirmed, but is likely to include:
- Kent and Medway Adult prisons (HMP Swaleside, HMP Elmley, HMP Standford Hill, HMP Maidstone, HMP Rochester, HMP/YOI East Sutton Park)
- Surrey Adult prisons (HMP Send, HMP Downview, HMP Coldingley, HMP High Down, HMP Bronzefield)
- Sussex Adult prisons (HMP Ford, HMP Lewes)
- Thames Valley Adult prisons (HMP Grendon, HMP Springhill, HMP Huntercombe, HMP Bullingdon)
- Hampshire and IOW Adult prisons (HMP/YOI Winchester, HMP Isle of Wight)
- Gatwick Immigration Removal Centre (IRC)
- South East CYP establishments (HMYOI Cookham Wood, HMYOI Aylesbury, Lansdowne Secure Children's Home, Swanwick Lodge Secure Children's Home).
Consideration is being given to potential lotting strategies, with the outcomes of market engagement being used to inform the final decision.
The contribution of service users who have first experience of using the healthcare services within the secure establishments into the commissioning process is essential to the delivery of effective services. The aim of the Lived Experience Service is to enable service users to be involved in the design, delivery and ongoing performance of healthcare services, through various forms of consultation and feedback.
It is anticipated that the contracts will commence on 1st October 2021. The contract term is yet to be confirmed.
At this stage, Commissioners would like to determine the level of provider interest from all sectors (including voluntary and third sector) in this opportunity and seeks responses to a market engagement questionnaire, the aim of which is to obtain feedback from the market to help inform re-commissioning. This may then be followed by market engagement events as deemed appropriate, e.g. 1:1 meetings with the Commissioner / a briefing event. Details of any events undertaken will be provided to those who express an interest.

NHS England will not be liable for costs incurred by any interested party in participating in this exercise.
The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
