Description

PLEASE NOTE THAT THIS IS A GRANT FUNDING OPPORTUNITY.
The Home Office's Resettlement Asylum Support and Integration directorate (RASI) is seeking bids for grant funding to encourage the expansion of the Community Sponsorship scheme by building capacity for community groups wishing to participate through the focussed provision of training and support.
The Government is proposing to award funding of up to £500,000 a year from 1 April 2022 via a competition. Subject to the current government Spending Review, the intention would be to award a grant agreement(s) for 2 years with an option to extend for a further year dependent on performance against critical success factors. It is expected that funding awards will be supplemented by philanthropic investment secured by the successful bidder(s) to enhance delivery of the outcomes.

Bidders can submit proposals seeking to deliver combinations of the outcomes as detailed below - either in Lot 1 or Lot 2, below or all of the outcomes (Lots 1 and 2) described below;

Lot 1: Outcomes 1,2 and 4
Outcome 1: Support community groups to prepare and deliver high-quality resettlement and integration support for refugees throughout their Community Sponsorship journey;
Outcome 2: Provide training which addresses the needs of groups and relevant stakeholders, including local authorities;
Outcome 4: Support the evaluation of the Community Sponsorship scheme to inform a better understanding of what works and why

Lot 2: Outcomes 3 and 5
Outcome 3: Help increase the numbers and diversity of Community Sponsorship groups and catalyse the growth of the scheme.
Outcome 5: Connect people and organisations and cultivate opportunities for partnering with others nationally and internationally to increase awareness, participation, and growth of community sponsorship schemes
Bidders must be able to demonstrate;
• expertise and experience in refugee resettlement and integration;
• expertise in delivering training and support;
• experience of working with central and local government;
• an ability to engage with and mobilise a broad and diverse range of community groups including faith groups, and 'whole of society' actors; and
• an ability to secure philanthropic funding to enhance the delivery of the stated outcomes.

All applications must be submitted electronically via Home Office's online e-sourcing portal, for which bidders must be registered.

The competition for this grant funding will launch 02 November 2021 with a deadline for full and final proposals of 12 Noon 29 November 2021.

Registration will close from 25 November 2021.

Once registered on the Home Office e-sourcing portal interested organisations will be able to register their interest for the competition from 02 November 2021 by emailing

To register as an organisation on the Home Office e-sourcing portal, you will need to follow the instructions on the website and provide information which will include:

• the full legal name of your organisation
• your DUNS number - a unique nine-digit number provided to organisations free of charge by Dun & Bradstreet D-U-N-S Number Lookup (dnb.co.uk)
• profile information describing your organisation and the size of your business
Once registered as an organisation on the portal please send a notification email from 02 November 2021 to

RASIcommercialgrantsteam@homeoffice.gov.uk

to request access to the e-sourcing event including associated documents for the grant funding.

Please note that the Home Office Jaggaer e-sourcing portal is independent of other government e-sourcing portals, therefore, if you have registered on the Crown Commercial Service Jaggaer e-sourcing portal, you will also need to register on the Home Office Jaggaer e-sourcing portal.

Organisations already registered on the Home Office e-sourcing portal do not need to so again but will still need to send a notification email from w/c 25 October 2021, as above.

Please note that bids will only be accepted via the HO e-sourcing portal. Any bids received outside of this system will not be considered by the Authority.

Please note that registering for access to the e-sourcing portal will not make you a Home Office supplier. To be considered for award of funding you must first respond to an opportunity.
