Description

PLEASE NOTE: This DPS will be paused from the 10am on the 29th January 2021 and will not be receiving new applications after this time.

This is to allow the Council sufficient time to:

Review the minimum requirements expected of potential Service Providers
Engage with the market to further understand the different care and support models available to the Council and the customer.
Review the likely care and support requirements the Council/customer may require.
Review the numbers of potential placements required.
Review the set-up of the three Lots and consider how they can operate more efficiently together and separately.

We hope to have completed this by Spring of 2022 and the Council may re-open a new round for Applications at that point.

Existing DPS Members/Service Providers do not need to do anything at this current time.
Applicants wishing to be on the DPS will have to submit an Application by 10am on the 29 January 2021. Round 9 will be assessed as normal.
Those Applicants who fail the Application process in Round 9 will not be able to reapply until the DPS is re-opened.
Once the DPS is re-opened a message will be sent via this e-procurement system.

This DPS is for support and accommodation services. It is split into three Lots:

Lot 1 - Supported Living - £146m over 10 years
Lot 2 - Supported Housing - £49m over 10 years
Lot 3 - Accommodation Only - £80m over 10 years

REQUIREMENT
Customers may have complex and multiple support needs. Customers that will require this Service will have a wide range of needs that may include one or a combination of the following broad headings (please note this list is not exhaustive):

Learning Disabilities
Mental Health
Physical Disabilities
Sensory Impairments and/or Communication needs
Autism
Behaviours that Challenge/ high risk behaviours
Forensic profiles

Customers across all Lots will:
Be residents of Derby City
Be over the age of 16 years
Have eligible care or support needs as defined by the Council
Require Supported Living, Supported Housing or Accommodation as defined below:

Lot 1 - Supported Living
Derby City Council requires support to be delivered to adults with complex needs within their own accommodation - to be known hereon in as 'Supported Living'.

Lot 2 - Supported Housing
Derby City Council requires integrated Support and Accommodation for adults with eligible needs - hereon in to be called 'Supported Housing'.

The Council's intention is to work with Registered Service Providers only (Registered with the Regulator of Social Housing).

Lot 3 - Accommodation Only
Derby City Council aims to ensure there is a sufficient supply of suitable Accommodation for people in Derby with eligible Support needs and therefore wishes to develop a closer relationship with landlords/ Service Providers of Accommodation Only.

Applicants must meet the minimum requirements of the main suitability questionnaire and Lot questionnaire and as defines in Section 4.3 of the Application Document.

The Contract Opportunities will initially only relate to new Customer requirements. However once the DPS is established the Council may review longer term existing arrangements that have been formed outside of the DPS and make these available as a Contract Opportunity, through this DPS.

The DPS will be let for a Term of ten years; but maybe be extended in accordance with the Public Contracts Regulations 2015, or have its duration shortened.

The retendering of existing Contracts during the duration of the DPS may give rise to a possible presumption that the Transfer of Undertakings (Protection of Employment) 2006 regulations may apply. This will be indicated in each Contract Opportunity if relevant (it is not relevant to the setting up of the DPS itself).

For clarity, this DPS is not a full DPS as defined under the Regulations but is a modified version. This is because social and health care services (the Light Touch Regime) are not subject to the full regulations of the procurement procedures set out in the Regulations.
