Description
The Department for Business Energy and Industrial Strategy ("BEIS") is looking to procure data set containing characteristics of businesses in England and Wales in Excel or SAS format. Key characteristics of interest are address information, employee numbers, turnover and business sector / activity. This contract will include data from 2007 - 2018, with the new data being provided at the earliest possible time.
BEIS wishes to appoint a Supplier to provide business characteristics data These data will be used in the creation of the Non-domestic National Energy Efficiency Data-framework (ND-NEED).
BEIS would like to purchase a data set which provides business characteristics information for businesses within England and Wales. High coverage is important and particular interest should be paid to businesses operating and registered to non-domestic hereditaments. We expect data to be provided at a site level, but it must be possible to aggregate up to company/organisation level and to parent company level. Variables of particular interest are address information, employee numbers, turnover and business sector (SIC). Where possible data for these variables should be provided as a time series from 2007. The contract is to cover three years' worth of new data; 2016, 2017 and 2018 and historical data back to 2007. Data are to be provided to the department at the earliest sensible time and the contract will cover the usage of these data for a minimum of 3 years, from the beginning of the contract. Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions or the Short Form Terms and Conditions, which are available on Contracts Finder with this notice. Completed tender submission must be returned by post to BEIS, address given at the top of this advertisement, by 26 January 2018. We require 2 hard copies (one of which must be signed). Electronic versions of your bids are to be sent AFTER the deadline to Sam Rushbrook (sam.rushbrook@beis.gov.uk). After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on 7th February. Project completion is required by 2021.
