Description

SEAT would like to appoint a consultant or academic partner with behavioural insights and research expertise who can act as a research manager for the SEAT project over a 12 week period starting mid-January 2018. The first 4 to 5 weeks will be the core delivery period. The research manager will be tasked with scoping out and setting up a research programme that informs the work of the three workstreams (Targeted Travel Engagement, Travel Interventions and Services, and Ideas in Motion). The research manager will need to be able to operate within the tight timescales for delivering these workstreams.

Our requirements for this work are to:

• Create a research strategy that identifies and defines our research needs.
• Develop a research programme that supports the delivery of SEAT.
• Gather and analyse existing active travel data available within Southend-on-Sea Borough Council, Essex County Council and Thurrock Council.
• Create a bank of active travel data that we can use to give us an accurate and deep understanding of our target audiences and what will drive them to engage with the campaign
• Build capability in SEAT around using insight through training and sharing learning across the SEAT team.
• Capture insight from SEAT.
• Develop a model for gathering and using insight that colleagues in Southend-on-Sea Borough Council, Essex County Council and Thurrock Council can follow going forward.
• Commission research that will inform the three workstreams in years 2 and 3 of the project.
• Support the work that is being done to monitor and evaluate delivery against SEAT's KPIs and outputs (see SEAT KPIs document).
