Description

BEIS wishes to procure robust technical and cost assumptions for a representative set of electricity storage technologies out to 2050 for its Dynamic Dispatch Model. Other key deliverables are the QA & assumptions logs, underlying data/analysis plus methodology and publishable summary reports.

Contractors are invited to set out their proposed methodology on how to derive a robust and consistent set of technical and cost assumptions for different types of electricity storage technologies that have been and are likely to be deployed between 2010 -2050. Contractors need to ensure that these assumptions can be easily updated in the future. These assumptions will feed in to BEIS's Dynamic Dispatch Model. BEIS specifically wishes to procure the following information:

1. A set of assumptions for an agreed number of electricity storage 'types':

The contractor is expected to summarise all of the possible electricity storage technologies (including key attributes e.g. technical/cost/primary use, etc.) that they consider may be in scope and provide a justification as to why they are considered to be in scope. The contractor will then be expected to make a recommendation on how to create a set of representative electricity storage types that BEIS can use in its modelling (covering the period from 2010 to 2050). BEIS envisages around five technologies or "proxy technologies" if the evidence suggests that some technologies could be grouped together given their similarities.

2. Technical input assumptions for the agreed types of electricity storage:

BEIS wishes to procure robust technical reference parameters for electricity storage technology types commissioning from 2010 to 2050. The indicative list of the type of technical assumptions that are being sought is as follows: Plant capacities, durations, energy/capacity ratios, round trip efficiencies, life cycles, charge/discharge profiles, degradation profiles, annual build limits and construction time.

3. Cost input assumptions for the agreed types of electricity storage technologies:

BEIS wishes to procure (high, medium, low) cost profiles for different types of electricity storage technologies from 2010 to 2050. The indicative list of the type of cost assumptions that are being sought is as follows: Pre-development costs, construction costs and operational costs.

4. A tool which allows costs to be adjusted over time to cover the period 2010-2050:

BEIS wishes to procure a tool which will enable the cost profiles to be updated over time. This might include experience curves and indexes to relevant sources on deployment/prices.

The key deliverables expected from this project are: QA and assumptions logs, underlying data/evidence/analysis, spreadsheets with the final cost and technical assumptions, a spreadsheet tool, a methodology report and a publishable summary report on the final electricity storage assumptions.

Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for the recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions which are available on Contracts Finder with this notice.

Completed tender submissions must be returned by e-mail to BEIS, to the e-mail addresses given in this advertisement (Pamela.Howie@beis.gov.uk and Nazish.Choudery@beis.gov.uk) by 11am on 25th January 2017. After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on 5th February 2018 (or shortly thereafter). Project completion is required by 31st March 2018.
