Description

NHS Ealing CCG is looking to commission a single contract for Out of Hospital services for adults and children from May 2019. Aligned to the NW London Health and Care Partnership delivery plan, once commissioned, the provider will be responsible for the coordination and delivery of all community services in Ealing, removing the constraints of separately held multiple contracts, and providing a unique opportunity to commission care that can be fully coordinated and integrated and able to respond to patient need rather than operate in rigid service lines. This will be a building block in the development of integrated care systems for Ealing in support of the NW London Health and Care Partnership ambition for an integrated care system for North West London. It is important that the successful bidder undertakes to lead, deliver and coordinate a holistic package of community care working in an integrated and co-ordinated way with primary care and acute care. The CCG is seeking expressions of interest from suitably qualified and experienced healthcare providers who can provide demonstrable evidence of a track record in transformation and integration across the health and social care economy and is able to set out how they will respond to the need to drive focused change over course of the Contract whilst at the same time having a strong grip on the provision of care that is being delivered. The successful bidder will be expected to deliver services as currently commissioned on day one and then enter into the transformation journey in partnership with the CCG, services users and carers, general practice, the local authority and other stakeholders. The CCG is seeking a strategic partnership and therefore it is envisaged that the contract length will be for a maximum of 10 years. The initial scope of services to be delivered from the May 2019 has been set out within the procurement documentation. However the contract awarded will also contain provisions to enable the CCG to commission additional transformation work with access to funds and extend the scope of services to include an identified additional list of services over the term of the contract. Neither additional transformational funding nor additional services are guaranteed at this stage. A Prospectus for the Single Contract for Out of Hospital Services has been attached to this notice. Bidder Event
The CCG will be holding a briefing session for potential bidders 0900 to 1145 on the 16 May 2018 at the Nelson Room, Ealing Town Hall, New Broadway. The primary purpose of this event is to provide organisations that may be interested in participating in the delivery of the contract, an opportunity to meet and hear about the opportunity from representatives of the CCG and partner organisations. Bid Response Deadlines

There are two deadlines for submission of completed bid responses:

DEADLINE 1: The deadline for submitting a response to the Selection Questionnaire (SQ) is 12 noon 19 July 2018. Ealing CCG will not accept responses received after this time and date

DEADLINE 2: The deadline for submission of completed ITT 1 Responses is 12 noon 23 August 2018. Ealing CCG will not accept responses received after this time and date.

For the avoidance of doubt, potential bidders who fail to submit a response to the Selection Questionnaire by deadline 1 will not be permitted to submit a subsequent ITT Response. Potential bidders may NOT be notified of shortlisting prior to the deadline for submission of completed ITT Responses, and so should not wait until notified before commencing preparation of their ITT Response. Potential bidders will be notified as soon as possible of the results of the evaluation of their SQ Response following evaluation. For the avoidance of doubt, Ealing CCG will only evaluate those ITT Responses from Bidders who have been short listed following evaluation of SQ Responses.

Minimum requirements for financial standing and competency will be set out in the Selection Questionnaire document. Providers submitting a response to the Selection Questionnaire that does not satisfy these minimum requirements may be excluded from further participation in this procurement.
