Description
This notice is placed as a PIN and relates to a virtual pre-procurement market engagement / briefing event on 01/03/2023.
NHS England (NHSE) South East invites expressions of interest (EOI) from suitably qualified and experienced prime providers, including third sector and social enterprise organisations, private and NHS organisations, to provide an integrated health and emotional wellbeing service to the students at the new Oasis Restore Secure School in Medway, Kent. This is an opportunity for healthcare providers to develop and deliver a truly innovative approach to improving the health and well-being of vulnerable children and young people with complex needs.
The virtual event is intended to give potential bidders / partners and sub-contractors a final pre-tender update on the vision for Oasis Restore by NHSE, alongside our partners from Oasis. The event will also introduce the procurement portal and advise of the procurement timeline
Oasis Restore will be managed and operated by Oasis Academies Trust and will offer a reparative opportunity to children and young people who have become criminally involved. The students will either be on remand or have received a sentence via court. The School will have an initial capacity of 45 students aged 12 to 17 years, accepting boys and girls, and students will receive an intensive package of psycho-social and educational assessment and support. The healthcare provider will be required to deliver a range of clinical health interventions alongside developing innovative approaches that deliver a fully integrated education, health and wellbeing programme designed and delivered alongside Oasis. Oasis Restore will offer a whole establishment approach to developing a trauma informed setting.
Subject to commissioner satisfaction that all checks and appropriate planning are in place, the successful bidder will be expected to actively participate in the on-site mobilisation of the integrated model of care, education and health for children alongside Oasis Academies Trust immediately post the contract award, in order to effectively commence delivery of Health & Wellbeing services on time (currently expected to be 1st Apr 2024). The maximum annual contract value will be £2 million.
The service model will be required to encompass both clinical and non-clinical healthcare services, including (but not limited to):
-Physical health provision, including GP provision, physical health nurses and access to specialist therapies, for example, optometry, physiotherapy, audiology.
-Mental health services, inc access to talking therapies, counselling and psychology led provision.
-Neuro diversity services, inc. Speech and Language Therapy
-Substance misuse services
-Health promotion and public health programmes, inc sexual health services, vaccination, immunisation and BBV provision.
-Health education
-Pharmacy services.
-Dental services
-Appropriate administrative and data management support
