Description
Background
Lambeth Council's Resident Services Directorate is in the process of developing a Total Asset Solution, in recognition of the Council's need to refresh its approach to the management of its assets and delivery of planned programmes and major works, to better meet its legal and statutory obligations.
To effectively support this new approach, a more co-ordinated and flexible project purchasing process is needed and can be achieved through the implementation of a bespoke dynamic purchasing system (DPS) and capability. A DPS is an electronic system that enables interested contractors to register and be qualified to join at any time. It provides a Public Contracts Regulation compliant 'open market' solution, that is designed to give buyers access to a pool of pre-qualified contractors for specifically defined categories of procured contract requirements.
The DPS will initially be focused on Lambeth's Housing major works category as such, the DPS's principal "marketplace" is likely to be drawn from contractors supporting the construction industry.
Our Requirement
This Request for Quotation seeks to identify an experienced company or organisation to provide supply chain assurance through the provision of a supply chain management solution to include vetting, verification, onboarding, and ongoing monitoring of contractors to support the Council's major works category, managed through the DPS.
Scope of Services:
The supply chain management solution we require will be a blend of existing processes and procedures from an established Safety Schemes in Procurement (SSIP) member scheme, enhanced by Lambeth's Responsible Procurement requirements and an integration process (with the DPS) that creates a seamless experience for the onboarding, vetting and verification of contractors, management and participation in the DPS.
The DPS Solution will evolve from collaboration between the successful Provider identified from this Request for Quotation exercise, with the DPS development company and Lambeth's project development team. We are therefore looking for a collaborative partner able to adopt an innovative approach to meeting our requirements to help deliver an effective solution.
The required outputs from the selected Provider are listed in the specification (Appendix E).
