Description
The medium term financial constraints for the City of Wolverhampton Council present the organisation with significant challenges in continuing to deliver priorities for the City.
Over previous years the Council has successfully managed to shape and size services to maintain delivery of priorities within budget. However; this is getting increasingly difficult to achieve and there is a need for the Council to optimise the level of income it generates. The Council is of the view that not only can income be a crucial factor in helping to close the budget gap in both the short and medium term, it will also help to foster a new relationship with citizens and communities, and users of services.
The Council has undertaken reviews of its income work streams over previous years. However given the increasing pressures on budgets, services where it had chosen not to charge for the full cost of the service are now being analysed more carefully with a view to revising those charging arrangements.
The Council is also looking to identify new and creative opportunities for income generation. Therefore, as part of the diagnostic, this work needs to generate options for the Council to consider for how it can optimise and implement potential opportunities for new income streams.
The Council is therefore now looking to undertake a Council wide analysis of fees and charges income and broader income generating opportunities with a view to maximising that income.
