Description
This Prior Information Notice (PIN) is an indication of potential future procurement activity and may be subject to change. This notice makes no commitment to procure any services. This PIN is not part of any pre-qualification or selection process.
Cornwall Council will be going out to tender in 2018 for the provision of support services for
Young Parents and their children in Cornwall. The service will work in partnership with other services and agencies to improve the outcomes and life chances for Young Parents and their children in Cornwall.
Young and teenage parents face issues specific to them when bringing up a family. Cornwall Council is interested in commissioning a service that will meet the needs of these parents and their young children that will result in positive outcomes being achieved with regards to their education, employment, health behaviour, parenting, safeguarding, social and emotional needs. The service will be required to offer support to all young parents in Cornwall and to undertake targeted work, in partnership with other key agencies, which results in evidence of improved outcomes and high levels of client satisfaction and also assists the integration of these families into mainstream and universal services.

Cornwall Council is conducting a soft market assessment to gain an understanding of the potential level of interest across the Voluntary, Independent and private sector for the provision of support for Young Parents and their children in Cornwall.
It is intended that the responses supplied will enable the Council to further develop a business proposal. Any such proposal would be subject to the development and approval of a business case, and, as such, this exercise implies no commercial commitment. This is not a formal tender document.
Participation in this soft market assessment will not prejudice suppliers participating in any future procurement.
