Description
Produce Outline Business Case (OBC) for the Development of a National Highways Policy Model
The National Highways Future of Modelling project (T0143) has resulted in the production of a Future Modelling Strategy and a series of Strategic Outline Business Cases across several priority areas. The outputs from that project set out, at a relatively high level, the case for investment in research and development of new modelling techniques that will improve National Highways' modelling capability moving forwards.
This commission relates to the further progression of one of those priority areas: that of policy modelling. The objectives of the work are to:
1) Assess a range of policy modelling options, resulting in a "preferred option" balancing value for money, affordability and deliverability.
2) Produce an Outline Business Case (OBC), aligning with HMT Guidance, setting out the case for investment in the preferred option.
3) Produce a summary of the OBC in written and presentation formats.
