Description

Actual CPV code is '75211200 Foreign Economic-Aid Related Services'.

DFID is seeking to establish An Expert Advisory Call Down Framework to support the implementation of the UK Aid Strategy. It will provide services that have a high impact on international development policy and programmes and will be available to DFID and to colleagues in other Government Departments working on international development priorities with DFID.

The service is intended to complement the work of DFID's 13 professional advisory groups which include climate and environment, conflict, economics, education, governance, health, humanitarian, infrastructure, livelihoods, private sector social development and monitoring (not evaluation) as well as cross disciplinary fields related to them.

The call down service will need to respond rapidly to requests relating to the four UK strategic aid objectives: 1) strengthening global peace, security and justice; 2) strengthening resilience and response to crises; 3) promoting global prosperity; and 4) tackling extreme poverty and helping the most vulnerable. The framework will provide additional technical expertise to DFID.

The requirement will include but is not limited to: advisory support for programme design and development, business case development, independent advice/inputs into new and innovative thinking and products and rapid provision of technical advisers to fill gaps on specific assignments where there is a time-sensitive need. A rapid response time will be crucial with an ambition for requests to be met within 10 - 15 days.
