Description

The Royal Borough of Kensington and Chelsea is seeking to procure and award a Concession Contract to utilise Royal Borough owned street furniture assets including street lighting as set out in the procurement documents for the deployment of Small Cell Equipment to support the enhancement of localised mobile coverage within the Royal Borough of Kensington and Chelsea and to enable the future delivery of commercial services associated with future Smart City Machine to Machine Connectivity and Initiatives.

The Contract will be for 10 years fixed term with the option to extend for a further 5 years.

The Concession Contracts Regulation 2016 (SI 2016/273) (CCR 2016) came into force on 18 April, 2016. Regulation 11 CCR 2016, provides that the regulations do not apply to concession contracts for the principal purpose of permitting contracting authorities to provide or exploit public communications networks, or to provide to the public one or more electronic communication services.

However, RBKC intends to execute this procurement in a manner that respects the principles of equal treatment and transparency using an open procedure and has therefore chosen to apply the Light Touch Regime of the Public Contract Regulations 2015.

There will be no selection/shortlisting stage. The Authority has, however, identified a number of Minimum Requirements relating to technical and professional ability and experience, and economic and financial standing that it believes are necessary for tenderers to meet. These are set out in the procurement documents.
