Description

NHS England is seeking Expressions of Interest (EOI) from providers who have the capability and capacity to undertake a contract for the provision of a Breast Screening Programme in Surrey and North East Hampshire, and would wish to take to part in a potential procurement exercise.

The procurement is likely to take place in Spring and Summer 2021 and the contract is due to begin in April 2022.

The initial contract duration is currently anticipated to be a minimum of 5 years, excluding any possible extensions, but this is subject to approval and the precise term will be advised at a later date. It will have an annual contract value in the region of £3.3million.

The successful bidder will be required to deliver a screening programme which is fully compliant with all relevant national standards and pathways and which include the following elements:

• Identification and invitation of the eligible female population for screening at appropriate intervals (i.e. call/recall) in accordance with national guidance;
• Provide appropriate information to allow women to make an informed choice about whether or not to participate in screening.
• Provide high quality, accessible, effective people-centred mammography screening services.
• Ensure GPs are informed of screening in there are and the final outcomes of screening invitations for each of their patients
• Undertake assessment and diagnosis of individuals with abnormal initial test and accurately diagnose cancers, with reference to MDT decisions and refer women for treatment by appropriately trained and qualified specialists in accordance with nationally agreed protocols and treatment pathways.
• Manage screening according to national protocols for women with specific conditions which place them at high risk for developing breast cancer
• Work with other local stakeholders to maximise uptake, improve quality and tackle inequalities and improve outcomes.

The population expected to be served by the programme will be those covered by the following 6 CCGs: NHS East Surrey; NHS Guildford and Waverley; NHS North East Hampshire and Farnham, NHS North West Surrey, NHS Surrey Heath and NHS Surrey Downs.
