Description
The London Borough of Newham (LBN) is invites tender for the Transforming Community Equipment Service. The service, once established, will be in place for one year and shall be a closed List, meaning that providers cannot be added to the List after the tender process has concluded.
Community Equipment is the collective term used to describe products and minor adaptations that enable disabled, vulnerable and older people to perform the essential activities of daily living - to maintain their health and autonomy and to live as full a life as possible. Items of equipment are classified as either Simple Aids to Daily Living ("SADLs") or Complex Aids to Daily Living ("CADLs"). Examples of SADLs are; toileting aids, such as commodes or bedpans, mobility aids, such as walking frames and bathing aids, such as shower/bath seats. SADLs are usually under £100. The primary functions the Providers shall be required to deliver include, procuring, storing, dispensing, delivering, fitting, collecting and disposing of SADLs for Customers.
Customers shall consist of disabled, vulnerable and older people aged eighteen and over who are ordinarily resident in the borough and / or registered with a General Practitioner located within the borough. The Provider shall meet the needs of Customers of all ages and with a variety of needs; and shall be able to respond whenever changes in their circumstances and / or needs occur, as assessed by a Prescriber. The Service is demand led and therefore the Provider shall not be required to provide a Service to a specific number of Customers, but shall have the capability and capacity to flex with demand.
Commissioners wish to ensure that the borough has at least two Providers on the APL in each Community Neighbourhood in the borough to ensure geographical equity.
