Description

The London Borough of Newham is procuring an Approved Provider List (APL) for the Transforming Community Equipment Service. The estimated tender period is April 2018 and the contract start in September 2018. The APL will be in place for one year and shall be a closed list, meaning that providers cannot be added to the list after the tender process has concluded.

Community Equipment is the collective term used to describe products and minor adaptations that enable disabled, vulnerable and older people to perform the essential activities of daily living. Items of equipment are classified as either Simple Aids to Daily Living ("SADLs") or Complex Aids to Daily Living ("CADLs"). Examples of SADLs are; toileting aids, commodes or bedpans, mobility aids, walking frames and bathing aids, shower/bath seats. SADLs are usually under £100. If applied in the right way, Community Equipment have the potential to support needs and meet outcomes across a wide range of Customers and prevent the need for more intensive support. The provision of Community Equipment in a fast and responsive way plays a key role in supporting timely hospital discharge by ensuring Customers have the appropriate physical support when they return to their home; and in avoiding hospital re/admission. The Providers shall be required to deliver include, procuring, storing, dispensing, delivering, fitting, collecting and disposing of SADLs for Customers. Customers shall consist of disabled, vulnerable and older people aged eighteen and over who are resident in the borough and / or registered with a General Practitioner within the borough.The Provider shall meet the needs of Customers of all ages and with a variety of needs; and shall respond to changes in their circumstances or needs.The Service is demand led and therefore the Provider shall not be required to provide a Service to a specific number of Customers, but shall have the capability and capacity to flex with demand.Commissioners wish to ensure that the borough has at least two Providers on the APL in each Community Neighbourhood in the borough to ensure geographical equity.

4. MARKET ENGAGEMENT QUESTIONS
1) What type of Providers are eligible to tender for the TCES APL
Pharmacies that are registered with the General Pharmaceutical Council and have a premise in the London Borough of Newham.
2) How will the tender submissions be evaluated
Submissions will evaluated on a 100% quality basis.This is because Commissioners have agreed a TCES Catalogue that lists the SADLs available for Customers via the TCES programme; their cost; and the associated Dispensing, Delivery and Fitting costs ("Service Delivery costs"). Costs of SADLs have been benchmarked via regional available prices within the market.
3) How should interested Providers ask for more information or express their interest
