Description

This tender seeks proposals by which the successful supplier will co-design and deliver a global regulation index to be used by policy makers and regulators to effect positive change in regulation policy.

The regulation index seeks to identify how well countries across the globe are using regulation as a lever for innovation, providing a scoreboard driven by key metrics. We have identified the following metrics we'd like to explore in Index but would like to work with the successful supplier to propose and develop further ones:
- Number of sandboxes and test beds developed
- How rapidly regulation updates to reflect changes in the market
- Use of anticipatory regulation to stimulate innovation
- Extent to which regulators in x country collaborate with each other to share best practice
- Extent to which regulators support skills development
- Dedicated Research, Deveoplment and Innovation funding models from regulators

The regulation index will form a report which includes recommendations for improving regulation and examples of best practice globally.

2.1 Phase 1 - Design
Scoping workshop with KTN Futures team to agree roles and responsibilities.
Co-design the scope of countries and regulators the Index will include.
Co-design the format of the Index with KTN Futures team to align with and strengthen agreed metrics.
Collate and analyse best practice case studies of global regulators.

2.2 Phase 2 - Delivery

Provide the index in a format that can be shared publicly with government stakeholders and regulators.
Provide a written report which outlines key findings from the Index.
Provide a verbal presentation on findings to KTN Futures team, with recommendations for policy change. Innovate UK KTN will then lead on follow-up stakeholder engagement to disseminate the index and its findings.

The response to the ITT should be emailed to Alissa.dhaliwal@ktn-uk.org before noon on the 5th August 2022.
Shortlisted suppliers will then be invited to pitch to KTN before a final decision is made. These pitches are expected to take place w/c 15th August online. A final decision is due to be made by 22nd August.
