Description

As per the original work package 383, the full range of PCF products will be required for all schemes, and Highways England has provided new guidance on this for these smart motorway schemes. The new PCF products are:
- Package-specific reduced Appraisal Specification Report setting out ADDITIONAL tasks to be undertaken following the initial review of the quality of the source model in the area defined by the likely region of impact (LRoI) of the smart motorways, with an associated work programme;

- ComMA Report (which will combine the Traffic Data Collection Report, Local Model Validation Report, Traffic Forecasting Report and Economic Assessment Report into one document)

- An AST is required for each scheme (NOT PACKAGE), completed to the appropriate level of detail from modelling outputs, although the primary owner of the AST will be the Lot 1 Design team; and

- Other traffic related inputs to the Business Case and/or Wider Benefits.
Additionally, direct model outputs are now recognised as specific PCF products, namely:
- Calibrated/validated base year traffic model outputs;

- Forecast traffic model outputs suitable to inform scheme design and environmental modelling; and

- Economic appraisal results.

The forecast traffic flow and speed data to inform environmental modelling will include detailed speed banding information.
At the conclusion of the package order, a Handover Report will be required, to include a lessons learnt log and feedback to the RTM Maintenance team such as improvements to the network/zoning, and any new practices developed. This report should also detail the structure and naming of the final model files, which are themselves to be supplied on appropriate media (e.g. DVDs, external hard drive, etc.) alongside the report. The report should be sufficiently detailed to allow a third party to understand and run the model with no additional information.
