Description
East Riding of Yorkshire Clinical Commissioning Group (ERY CCG) has embarked upon an ambitious programme of work to redesign the way in which Community Services are delivered across its geography.
In doing so, the CCG has developed a clear vision of the outcomes it wishes to achieve for its population, ensuring that services are delivered in a more seamless and integrated way that is closer to people's homes.
In realising this vision, the CCG has decided to use a competitive dialogue procurement process during 2016 to commission a provider for the provision of all Community Services within the scope of the procurement.
In line with its aspirations for integrating care, and after consulting the market through various consultation exercises, the CCG expects that no single organisation will be able to deliver the full range of services on its own, and is therefore seeking greater partnership working from a range of providers across the care economy which could be in the form of either a Prime Provider or a Prime Provider comprising a joint venture of one or more organisations.

The procurement process will be a Competitive Dialogue procedure. Regulation 120 of the 2015 Regulations exempt CCGs from the requirements of the new regulations for the procurement of healthcare services commenced before 18 April 2016.
Therefore, the Public Contracts Regulations 2006 (as amended) apply to the conduct of this procurement exercise. However, neither the use of the term Invitation to Tender / Invitation To Participate in Dialogue nor any other indication shall be taken to mean that the CCG intends to hold itself bound by any of the Regulations save those applicable to Part B Services.
