Description

The Department for Business, Energy & Industrial Strategy (BEIS) wishes to commission a project to prepare and facilitate a suite of stakeholder engagement workshops in support of the Geological Disposal Facility consultations on the National Policy Statement (NPS) and the Working with Communities policy. It is important that communication and engagement activities are undertaken in support of these consultations, to ensure openness and transparency, and gather views from a wide range of stakeholders to inform policy development and ensure that the process is robust.

As part of the consultation process, BEIS plans to run up to six stakeholder engagement workshops which will compliment a range of other engagement activity. The workshops will provide an opportunity to brief key stakeholders on GDF policy and ensure they understand the detail of the NPS and Working with Communities policy enabling them to submit a considered response to the consultations. In addition, the NPS consultation legally requires consultation with statutory stakeholders.

It is envisaged that the chosen supplier will support BEIS by undertaking the following tasks to enable the stakeholder engagement workshops:

- Support the BEIS GDF siting team with developing the engagement plan for two consultations - providing advice and expertise on best practice stakeholder engagement techniques for running the events.

-Develop workshop facilitation plans for the stakeholder engagement events and the relevant materials, to include agreed outcomes for delivery through each set of workshops. It is expected the contractor will use their experience and expertise to make these materials both comprehensible and engaging for the relevant target audiences in April 2017.

- To source options and organise the venue hire by mid April (payment for the venues will be made directly by BEIS and therefore not included in this tender)

- To send invites to the stakeholder workshop attendees when the consultations launch, and manage the invitation process to ensure the stakeholders that we want to engage with are present at the events.

- To facilitate and take notes for the stakeholder engagement workshops in June/July

- To compile a report of each workshop which captures the discussions held during the workshops, which can then be fed into the policy development.

After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place in week commencing 27 March 2017. Project completion is required by 30 September 2017.
