Description

On 15th August 2022, Gloucestershire County Council (GCC) commenced the procurement of a Fleet Management System for its new Corporate Fleet Unit (CFU).

Unfortunately, all the bids received were non-compliant, due to a number of significant requests for change in respect of the terms and conditions as published at time of the ITT.

The Council decided that the only fair and realistic course of action was to abandon the procurement and develop a revised set of terms and conditions.

Gloucestershire County Council (GCC) is advertising this opportunity to provide a Fleet Management System for its new Corporate Fleet Unit (CFU).

The CFU is responsible for the maintenance and repair of a mixed vehicle fleet and includes vehicles operated by Gloucestershire Fire and Rescue Service (GFRS), as well as a number of fleets delivering service for Highways, Street works, social care and telecare.
GCC (including GFRS) currently runs and maintains a fleet of approximately 220 vehicles and is also responsible for ensuring that vehicles are operated fully in line with current laws, regulations and (from a fire perspective) community service SLA's.

GFRS has an in-house vehicle workshop, where it maintains all its vehicles and equipment, whereas GCC uses an outsourced approach using external suppliers.

We are looking to implement a fleet management system to record all aspects of fleet management in order to manage the fleet as currently we have two separate systems across GCC and GFRS.

The contract shall be for a period four (4) years, with the option to extend for one (1) period of up to 12 months.
