Description

We are a relatively small organisation and are looking for a supplier we can work with to obtain an understanding of where we are now with our ICT & Digital Strategy, recommend what our priorities should be and provide advice on how to get there.

Understanding the needs of staff and users of our service will be important, as will working closely with the senior staff that will need to buy in to any plan we develop.

We have produced a draft ICT and Digital strategy that links to our Corporate Strategy as we see these as critical to the way in which we transform. This 'Critical Friend' role is crucial in this first stage and our chosen partner will be expected to:

• challenge the strategy and make sure it: reflects our aims and ambitions; is appropriate and are sufficiently challenging; is flexible enough to meet changes in our business needs and maximise the potential from existing and emerging technologies;

• facilitate internal key stakeholder engagement to ensure we have captured all of our requirements and have maximised the opportunities in our vision and strategy and that, as an organisation, we understand the opportunities that technology can bring to our strategic objectives - casework, transparency and partnership working;

• review the needs and expectations of our external stakeholders and users (complainants, advocacy groups, MPs, organisations we investigate), in particular the complainant journey and how this can be enhanced by technology. We already have some insight through developing our website and a discovery exercise we undertook in 2017; however there may be areas require further research.

• support the PHSO in evaluating and selecting an ICT consultancy specialist to carry out the architecture and infrastructure assessment and the development of the ICT roadmap and ensure that the best partner for the organisation is selected.

Outcomes will include:

• Final ICT and Digital strategy which maximises the opportunities from technology and provide a platform on which transformation of the organisation can be built.

• Engaged key stakeholders that understand the context, content and potential of ICT and Digital Strategies and their role in transforming the organisation.

• Appointment of Specialist ICT consultancy specialist to carry out the architecture and infrastructure assessment and the development of the ICT roadmap and ensure that the best partner for the organisation is selected.
