Description

This Works Order enables the continuation of the technical partner support for the development of the RIS3 renewals case that was procured in April 2021 through the SPaTS2 framework. This Direct Award forms part of an agreed strategy for subsequent phases of work in Phase 2 as set out in the original tender. The tender indicated that further phases of work could be awarded through 2022, subject to the supplier's performance in the first phase of the project. With the performance criteria met in Phase 1, a series of Direct Awards will follow through 2022 to maintain continuity of service through to the production of National Highway's draft Strategic Business Plan. The overarching objectives for this contract are as set out in contract T0072.

This specific Works Order comprises the following activities associated with the preparation of the RIS3 renewals case:

Asset (IC4)
- Demonstrate that the objectives of Investment Cycle 4 have been met for each asset class
- For the higher materiality asset classes, this includes completing the stages 3 and 4 activities of the renewals investment planning roadmap (including demonstrating an efficiency driven, and performance based approach)
- For the lower materiality asset classes, this includes completing the stage 2 activities of the renewals investment planning roadmap (condition based) as well as any additional activities agreed through a formal change control process.
- Chair the cross-directorate Virtual Teams forums to obtain assurance on the approach, inputs and outputs for the asset class investment cases.
