Description

Introduction

We envisage establishing a Capital Projects Knowledge Hub (the hub) using data from our grant aided projects currently within our internal MI System. We wish to contract a lead Construction Industry company to act as consultants to specify and build that Hub. The key is knowing how to use the Construction Industry data we have to provide answers to the following three elements, not the IT development -

a) Lessons Learned Element - this will focus upon capturing repeatable good practice from those capital projects that have delivered on time and/or on budget. Key lessons from those which have run behind schedule or over budget will also be captured.

b) Programme Element - this will capture completed programme information from projects so that an evidence base can be created to check and challenge over-optimistic programme planning by applicants, grantees and their project teams in future.

c) Cost Benchmarking Element - will provide robust cost benchmarking data for different asset types to assess the realism of an applicant's or grantee's project costs. It will also support more robust value for money assessments and provide data to inform value management/engineering exercises. Cost data will therefore need to be collected on both an elemental and comparable basis (ie per square metre).
