Description
The London Borough of Hillingdon,the Council, is inviting tenders from suitably experienced organisations capable of providing a Telecare emergency alarm system and 24 hour telephone support for the Council.
The specification is split across two service requirements;
A. Social Alarm and telecare 24/7 monitoring services;
B. Provision of an out of hours emergency answering service.
The London Borough of Hillingdon, the Council, currently operates a hardwired system installed within 20 sheltered housing schemes, over c.55 Bungalows and 3 extra schemes across the borough, consisting of 1,555 connections.
The Council is seeking to externalise it's Telecare emergency call alarm system and answering system to a sole contractor to provide a 24 hour telephone support line for its elderly residents which will answer calls in accordance with the standards set out in the current TSA Telecare code of Practice 2013. The contractor will be expected to provide assurance and escalate issues to either a named responder or a mobile response unit or the relevant emergency services. The current Telecare system is monitored 24/7 by Council staff who provide a first line response to all alerts raised.
From 2011 the service has been offered free to the over 85's and was extended in 2015 to those residents over 80. There are currently.4,500 residents benefiting from Telecare across the borough. It is to be noted that this figure is subject to on-going fluctuations.
The Contract will be for an initial term of 3 (three) years extendable at Hillingdon's sole option for a period of 1 (one), giving a total of 4 (four) years (the Term).
Contract commencement date: 1st October 2017.
