Description
4.1 The Authority requires an external Supplier with the expertise, the capability and successful experience in developing e-Learning Courses. The Supplier will lead on the Instructional System Design of an e-learning module that will;
4.1.1 Support improved consistency of professionalism in delivering communications campaigns in support of high priority public policy interventions across the UK Government's Communications Community; and
4.1.2 Assist Overseas Governments where UK Government's priorities (e.g. controlling immigration, national security, and prosperity) are in alignment with those who request support in improving public engagement.
4.1 The Authority requires the Supplier to lead the Instructional System design of an e-Learning module that will provide a complete A-Z introduction to the best practice approach to delivering communications campaigns. This will include the following;
4.1.1 Course Production: The Supplier must provide support to define agreed learner outcomes and a defined learner journey based on for a clear instructional strategy for a minimum one course on Government Campaigns using the most effective approach e.g. online, blended etc. delivered across a large variety of languages, cultures and regions.
4.1.2 Learning Platform: The Supplier must provide a visual platform that utilises pedagogical features and functions to inspire users and embeds learning across a global community of online communications practitioners and students. The platform will need to support industry standards and accessibility in line with UK Data protection requirements.
4.1.3 Reporting: The Supplier must provide visual reporting capabilities to support and continuously improve our assessment and evaluation methods of user experience, course completion, and learner outcome attainment.
4.1.4 Assessment and certification: The Supplier must provide accurate and engaging assessments and advise or provide the appropriate accreditations and certifications to support learner achievement. This is a new contract.

How to apply Instructions to Potential Providers:
Potential Providers must first be registered on the Crown Commercial Service e-Sourcing Suite in order to respond to the Procurement. If you have not yet registered on the e-Sourcing Suite, this can be done online at https://gpsesourcing.cabinetoffice.gov.uk by following the link 'Register for CCS e-Sourcing'.
Please note that, to register, you must have a valid DUNS number (as provided by Dun and Bradstreet) for the organisation which you are registering, who will be entering into a contract if invited to do so at the Invitation to Tender stage. Potential Providers should note that it could take up to 10 working days to obtain a DUNS number.

Your email must clearly state:
- name/reference of this procurement
- the name of the registered supplier; and

Crown Commercial Service will then process your registration and assign your organisation to the opportunity. The registered user will receive a notification email to alert them once this has been done.
It is advised however that Potential Providers register as soon as practically possible in order to receive the Invitation to Tender and have a sufficient amount of time to respond. Crown Commercial Service is not able to offer any extensions to the advertised procurement timetable.
