Description

This notice is placed as an Early Engagement Notice and relates only to a pre-procurement provider engagement process.

NHS West Essex Clinical Commissioning Group seeks feedback from the market for Primary Medical Services.

A future provider will be needed to provide the full range of primary medical services at the below practices from 01 June 2018:

Steeple Bumpstead Surgery
The Steeple Bumpstead Surgery is situated in the village of Steeple Bumpstead in Braintree district, Essex, England. The patient list has an even split of male and female patients with more patients aged 45-70 years and less patients aged 0-9 years and 25-44 years than the CCG and England averages . The current weighted list size is 2,454.80 as of the 1st October 2017.

Nazeing Valley Health Centre
The Nazeing Valley Health Centre is situated in the village of Nazeing in the Epping Forest district, Essex, England. The current weighted patient list size is 3085.53 as of 1st October 2017 with a fairly even age distribution in line with the national and CCG's average but slightly less males aged over 75 than the national average.

Services to be provided:
• Essential Services
• All Additional Services
• Enhanced Services
• Core opening hours and service delivery from 8am - 6.30pm Monday to Friday (except statutory bank and public holidays)

West Essex CCG is looking for a patient-centred approach to care delivery that is user friendly and culturally sensitive and encompasses national and local public health targets. We are also looking for providers who can demonstrate a willingness to deliver a number of key design principles e.g. improving access and promoting prevention and self-care, as part of core service delivery.

The full scope of the service can be found in the draft service specification attached to this notice, alongside draft KPIs of the future contract.

The contract period will be an initial 3 years with the option to extend by up to a further 2 years.

South Central and West Commissioning Support Unit (SCW) seek feedback through the attached questionnaire on behalf of the commissioners.

The above deadline has been extended (previously 12th December).

Any response to this notice does not form a commitment to participate in the future tender process, nor does it infer any special status on those providers who do respond. Interest in this market exercise will not automatically entitle involvement in any future procurement exercise. Any procurement conducted as a result of this engagement will be advertised separately and all organisations wanting to participate will need to respond to any procurement advertisement as and when it is published.

The services are healthcare services falling within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).

Any future tendering process will be conducted in accordance with the requirements and flexibilities provided by Articles 74 to 76 of the Directive, and Regulations 74 to 76 of the Regulations. The Authority will run any tender process in a transparent manner, treating all bidders equally. For the avoidance of doubt, the Authority will not be bound by the Regulations or the Treaty on the Functioning of the European Union or any other regulations or legislation except for the specific parts or circumstances that apply to the procurement of these Services.
