Description

NHS South East London CCG (under delegated commissioning on behalf of NHS England) is seeking to procure a high quality provider to deliver GP Primary Medical Services and Greenwich Premium Services under an APMS Contract from 1st October 2021 to be delivered from the purpose built Millennium Village Health Centre, School Bank Road, Greenwich, London, SE10 0QN, London. England. It is expected that the contract will be for an initial period of 5 years with the opportunity to extend the contract by agreement for up to 2 further 5-year periods (total 15 years).

This is a Prior Information Notice to notify potential providers of the future procurement and to allow providers with sufficient opportunity to become accredited providers on the NHS England APMS PDPS (see details below) in order to participate in the upcoming procurement process.

The APMS Contract being procured is for the delivery of Primary Medical Services and Greenwich Premium Services. The current registered list is 10,215 patients (weighted list of 9,374 patients) as of 1st April 2020. Due to local housing developments, the list size is expected to grow significantly over the period of the contract. Further details of predicted growth will be provided at Invitation to Tender stage.

The services to be provided under this contract will be:
• Primary Medical Services: Essential Services, Immediate Necessary Treatment,; Additional Services (cervical screening services; childhood vaccines and immunisations; vaccines and immunisations; child health surveillance services; maternity medical services; and minor surgery); participation in the Quality and Outcomes Framework, and participation in the Network DES and any other DES or LIS scheme as required by the Commissioner. The Provider will not be required to provide Out of Hours services.
• Greenwich Premium Services: [Screening and Immunisations (Cytology, Child Immunisations Year 1); Red and Amber Drugs; Referral review; Diabetes Year of care]
• The Provider will also be required to be a member of, and work with, the local Primary Care Network as directed by the CCG, providing such services required by that PCN to the benefit of the whole population of that Primary Care Network.

South East London CCG intends to procure this contract via the NHS England National APMS Pseudo Dynamic Purchasing System (PDPS).

It is currently envisaged that the procurement will be published via a further competition on the national PDPS in early February 2021. In order to ensure that applicants have their application submissions to join the PDPS evaluated in time for inclusion in the further competition they should submit their PDPS applications as soon as possible and, in any event, before 18th December 2020. Applications received after this date may not be evaluated prior to the further competition publication in February 2021.

For the avoidance of doubt, if the CCG elects to use the PDPS to manage this procurement (as is the current intention) only those organisations accredited on the PDPS will be invited to participate in the procurement.

The services in the scope of this procurement fall within Schedule 3 to the Public Contracts Regulations 2015 ("the Regulations") which are not subject to the full regime of the Regulations, but is instead governed by the "Light Touch Regime" contained within Chapter 3, Section 7 of the Regulations (Regulations 74 to 77).
The Authority intends to undertake a further competition under the existing NHS England APMS PDPS (DPS under the Light Touch Regime) for the subsequent procurement. The process will be conducted in accordance with the requirements and flexibilities provided by Regulations 74 to 76 of the Regulations. The Authority will run a transparent further competition process under the PDPS, treating all Bidders equally. Neither the use of PIN, a Further Competition stage, a DPS, nor the use of any language or terms found in the Regulations, nor the description of the procedure voluntarily adopted by the Authority nor any other indication, shall be taken to mean that the Authority intends to hold itself bound by the Regulations, save those applicable to services coming within the scope of Regulations 74 to 77.
