Description

Description of the procurement opportunity:

Arden and Greater East Midlands Commissioning Support Unit, acting on behalf of NHS England North Midlands (the Commissioner), will be commencing a procurement for the provision of Primary Care Intermediate Minor Oral Surgery (IMOS) Services across Derbyshire and Nottinghamshire. This Prior Information Notice (PIN) is to advise prospective providers of the Commissioner's intention and a planned Market Engagement Event.

The aim is to commission high quality Intermediate Minor Oral Surgery services within Derbyshire, Derby, Nottingham and Nottinghamshire (excluding Bassetlaw) that are:
• Patient-centred through engagement and consultation
• Provide service users with choice
• Accessible and convenient
• Safe
• Effective, evidence-based and value for money
• Developmental and educational for referring dentists
• Meeting the expectations set out in the NHS Constitution

The Commissioner seeks providers able to deliver services in accordance with the Equality Act 2010 and maintain an inclusive culture which promotes dignity and respect for all. Providers are expected at all times to practise in a way that complies with the standards: set out in the General Dental Council's document Standards for Dental Professionals; Standards required by the GDC and other recognised professional bodies (for example GMC, The Royal Colleges of Surgeons, NICE); The Advance Scheme operates for dental practices as a quality assurance scheme; The local safeguarding procedures for vulnerable individuals - children and adults.

Contract duration and area covered:
Contract will be advertised and procured on a 3 year PDS contract with an option to extent (1+1yrs). The geographical area to be covered by the new service will include Derby, Derbyshire, Nottingham and Nottinghamshire (excluding Bassetlaw). This contract will commence from 1 April 2017.
Procurement procedure:
The procurement will be in accordance with the Public Contracts Regulations 2015. The service will be procured as "Schedule 3 - Social and Other Specific Services". The procurement route is Any Qualified Provider (AQP) which is a one stage process. Bidders will express an interest in participating in the AQP process and the submissions will be evaluated against pre-determined award criteria.


"Market Engagement Event"

The Commissioner is inviting all interested providers to attend a "Market Engagement Event" event which will take place on Thursday 6 October 2016, 9.00 - 11.30.

The purpose of the event is:
• To tell you more about the Commissioner and the vision
• To tell you about the service and the contract
• To inform you of the procurement process and anticipated timeline
• To enable you to ask questions regarding the above
