Description

Description of the project:

Acting as the Principal Contractor - the design and construction for 'Phase 4' expansion of temporary education facilities for Wynyard Church of England Primary School, on behalf of the Education & Skills Funding Agency (ESFA), at Wynyard, Billingham, to be completed for September 2018 school intake.

The works involve supply and installation of 2no. modular double classroom units, 1no. modular single classroom and a modular lobby extension and fit-out to an existing classroom unit. Associated site works, inclusive of external works, services, drainage modifications and fencing modifications. The modular unit will be provided on a hire basis and removed at the end of the hire period.

Note the Client will accept 'refurbished' modular buildings, there is no requirement to provide brand new.

The contractor will be required to undertake elements of the design 'CDP',
-Design, manufacture and installation of
modular units,
-Structural/foundations works associated with modular units,
-Drainage and service connections,
-External works and drainage.

Procurement:

The Principal Contractor will be appointed on a D&B basis and responsible for progressing all survey and design development based on specifications and indicative outline design. The proposed form of contract is the JCT 2016 Intermediate Building Contract with Contractor's Design (ICD), with ESFA standard amendments.

The tender response is formed of three parts which must be completed by all bidder:

Part 1 - Pass/Fail Criteria (refer to the attached document within this notice)
Part 2 - Technical Assessment (10% weighting)
Part 3 - Pricing Schedule (90% weighting)

Subject to passing Part 1 questionnaire attached within this notice, the tender documents will be issued electronically.

Planning & Building Control:

A Planning Application has been submitted. The Contractor shall be responsible for discharging any planning conditions contained within the planning approval including providing any drawings and supporting information as required.

The Contractor shall be responsible for submitting an application to Building Control, apply for and notify Building Control for Site Inspections during the progress of the works and obtain a Completion Certificate prior to Sectional/Practical Completion.

The Education & Skills Funding Agency (ESFA) working with Durham Diocesan Board of Education is looking for a local Modular Contractor to deliver Phase 4 extension of this scheme for September 2018.

Note the Contractor is required to act as 'Principal Contractor' capable of delivering the entire Phase 4 scheme and providing a modular classroom on a hire basis.
