Description
This Prior Information Notice (PIN) is an indication of potential future procurement activity and is not a call for competition. For the avoidance of doubt this PIN is not part of any pre-qualification or selection process and does not represent a commitment to procure anything. It is purely a pre-procurement market engagement.
Cornwall Council is seeking a VCSE Development Partner to work effectively with ourselves, the VCSE, local Town and Parish Councils and the private sector to support the development of social action in all our communities. It is anticipated that the successful bidder/provider could either be a single organisation or a consortium with a lead partner. The specific outcomes we want to achieve with the Development Partner are set out in Section 4 of the attached draft specification.
The outcomes have been developed based on evidence, research and best practice across the country. This has been combined with interviews and workshops with commissioners and stakeholders across our partners and with over fifty VCSE organisations of all shapes and sizes along with a large scale survey of the VCSE.
Further development of the requirements has taken place in series of market engagement workshops in late spring and early summer with the local marketplace.
The council is seeking views on this draft specification;
• We are looking for comment from the market on if they understand our requirements for a Development Partner.
• How achievable do they think the work is
• And how the potential of scheduling the work over the three to five year period could work.
The council is not looking to make or asking for wholesale changes to the specification.
