Description

S110.1 Our target is to achieve 50 per cent reduction on those killed or seriously injured on our network by 2025, with a vision of zero harm by 2040. Good road safety management is an essential component of Safe System approach adopted by Highways England to achieve this vision.

In 2021 Highways England undertook a review of our Road Safety Management System (RSMS) to ensure it continued to be aligned with changes across the business and support us in effectively identifying and managing road user risk. The review included several elements - people surveys, interviews with stakeholders from across the business, strategy, policy and guidance reviews, and surveys of third-party organisations to identify best practice.

The review concluded there was an opportunity to incorporate more proactive risk management and recommended a new Road User Risk Management System (RURMS) which makes greater use of the existing tools within the RSMS and will provide better alignment with the existing Health, Safety and Wellbeing Management System (HSWMS).
The aim of this commission is to deliver a series of work packages to further develop and embed RURMS into the business. The consultant will be required to have a good knowledge and understanding of Highways England's structure and how the different directorates and teams contribute to road user safety. It is essential that they understand and can apply the Road Safety Management System as well as wider risk management principles to the development of the Road User Safety Risk Management System.
