Description

Wiltshire Clinical Commissioning Group is exploring options on how to re-commission their Medical Cover Service for Bed Based Intermediate Care, as the current contract is due to expire in 2020.
NB: Medical cover for Intermediate Care beds is not for the provision of Intermediate Care beds, which will be procured separately by Wiltshire Council on behalf of the Wiltshire Integration Partnership.
The medical cover service will provide an accountable GP (with overall clinical responsibility supported by appropriate professional experts) for a defined number of patients temporarily placed in an intermediate care bed. The provider will work closely in a multi-disciplinary team in each care home coordinating as appropriate with: Social Care, Rehabilitation staff, Care Home staff, Community team nurses and mental health professional.
The aim of the service is to prevent unnecessary acute hospital admissions or premature admissions to long-term care, support timely discharge from hospital and promote faster recovery from illness. Medical cover is a key component, overseeing a patient's medical needs, medicines management and providing a medical perspective regarding a person's suitability for safe discharge home or transfer to another suitable location.
The full service scope is in the process of being defined and the Commissioner will be holding Market Engagement Event (MEE) to:
-Engage with providers and facilitate providers networking with each other
-Understand the interest in providing the service from suitably qualified providers
-Gather information from stakeholders to inform the tender process and documentation
To register for the MEE that will be held on Tuesday 19th November 2019 please complete the form attached to this Notice and return to scwcsu.whprocurement@nhs.net by 12 noon on Tuesday 12th November 2019. Further information on the event will be provided to registered attendees.
In the event you are unable to attend but would like to receive a copy of any presentation materials, please complete the provider sounding questionnaire and email it to scwcsu.whprocurement@nhs.net and copies of the presentation material will be sent to you. Providers who do not attend the MEE will still be able to apply for the Procurement.
An expression of interest to attend this MEE is no indication of a commitment to participate in any future tender process nor does it infer any special status or entitlement to participate in the tender to those Providers who do attend. Any subsequent procurement will be advertised separately and all organisations wanting to participate will need to respond to that advert as and when it is published.
This MEE does not represent a formal stage in the procurement process and attendance will play no part in any subsequent evaluation process.
This procurement is being carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

Additional text

This notice is an information gathering exercise rather than a call for competition in its own right, and therefore publication or response does not commit Wiltshire Clinical Commissioning Group or respondents to a future procurement, nor provide any process exemptions or preferential treatment to any parties expressing an interest. Commissioners are looking to establish what interest there might be in providing such a service from suitably qualified, capable and competent organisations.

Wiltshire Clinical Commissioning Group will not be liable for costs incurred by any interested party in participating in this exercise. Interested parties should note that a response to this notice does not guarantee an automatic invitation to any subsequent formal procurement, which the commissioners will consider in due course.

In order to submit a bid, you will need to be registered on the e-procurement system and 'express an interest', and then complete a response as specified within the procurement documents.

On registration, please include at least two contacts to allow for access to the system in times of absence.
