Description
BEIS wishes to commission a robust, representative and user-friendly model of GB electricity distribution network costs to be used in-house alongside or within the Department's existing GB electricity market modelling capability. A model manual, an assumptions and QA log and detailed teach-in sessions of the model are required.
Description:
The model BEIS wishes to commission must output GB distribution network reinforcement costs associated with different peak demand (or peak distributed generation) scenarios driven by general electricity demand and different technology/intervention uptake on the demand and supply side. The model must allow the assessment of different volumes, timings, geographical spread and clustering within networks of general demand and the different types of technology/intervention uptake. It must be able to assess changes in reinforcement costs due to different solution types (conventional and non-conventional), different Distribution Network Operators (DNOs) foresight or investment strategies.
In addition to the specific model requirements, BEIS requires a model manual (which should be both a technical user guide and a self-learning training guide), an assumptions and QA log and detailed teach-in sessions on the model.

Any late submissions will not be considered. BEIS reserves the right to halt the procurement process and to not award a contract. BEIS will not be held liable for recovery of costs from unsuccessful bids if a contract is not awarded. All costs will be borne by the bidding organisations. If a contract is created it will be upon BEIS Standard Terms and Conditions which are available on Contracts Finder with this notice.
Completed tender submissions must be returned by e-mail to BEIS, to the e-mail addresses given in this advertisement (Birgit.Wosnitza@beis.gov.uk and Nazish.Choudery@beis.gov.uk), by 11am on 21st December 2017. After reviewing and evaluating the written proposals, BEIS may decide to hold bid clarification meetings with suppliers. If successful and upon contract signature, the supplier is expected to attend a kick-off meeting taking place on 12th January 2018 (or shortly thereafter). Project completion is required by April 2018.
