Home Office Biometric (HOB) Outline
The HOB programme focuses on ensuring continuation & enhancement of the Home Office's (HO) national biometric services. These manage unique, digitised & biometrically verified identities. The biometric modes currently employed are fingerprint, face & DNA. Business processes using these services include crime scene investigation, visa applications, passport applications, border control & counter-terrorism.
This contract corresponds to the Strategic Central&Bureau Platform (SCBP) which is a HOB key component. The SCBP project is delivering the continued Central & Bureau capability elements of the existing IABS (immigration & borders) & IDENT1 (law enforcement) systems.
Procurement Scope
Scope of SCBP procurement covers provision of the core components of the existing IABS & IDENT1 biometric systems after disaggregation of the matcher/mobile/bureau application & tools which are subject to separate procurement actions.
Engagement Description
HO wishes to hold a supplier day (the Event) prior to releasing the OJEU Contract Notice, SQ&ITT for the procurement of the future SCBP. This will be held in Central London; Tuesday December 12th 2:00-5:30 p.m. It is invitation only; details of how to apply as listed below.
The objectives for this market engagement exercise are to:
• Give suppliers a view of the HOB Programme's high level requirements for SCBP
• Give suppliers a view of the HOB Programme's technical approach for delivery of SCBP
• Describe the commercial approach & outline of the procurement timeline
• Understand any concerns suppliers may have about the approach being considered; whether there are any major risks issues or challenges present in this & how these may be avoided
• Solicit feedback on how the approach may be refined to allow alternative or innovative approaches to SCBP delivery
• Help ensure that the future procurement of the HOB Programme for SCBP is fair, unprejudiced & a competition in which suppliers feel encouraged to participate
