Description
Working in conjunction with the Alliance Commercial Assurance Lead and the Client SMPA Commercial Lead (Service Manager), the consultant will be expected to;
o Develop, lead and manage the implementation of an Alliance Defined Cost audit regime including Lot 1, 2 and 3 Partners along with associated Client Costs across Performance Period 4 (April 2023- March 2024). As a minimum, the regime should confirm that;
o Defined Cost have been properly incurred in providing the works and is allowable in accordance with the Alliance contract.
o A robust audit trail of accounts and exists to support the Alliance and Client Costs.
o Evidence exists that the invoiced cost has been paid in full without the application of discounts or rebates.
o Ensure annual performance statement to the Client on performance is robust and supported by evidence those performance levels have been achieved.
o Ensure Goals payment amounts are correctly applied in accordance with the Implementation Plan
o Ensure Budget performance is correctly reflected in accordance with the Contract
With support with the Procurement and Supply chain team and Lot 3 Partners, develop and deliver an audit regime to ensure subcontract cost have been properly assessed in accordance with various subcontract forms and that Alliance procurement processes have been complied with.
Support Lot 3 Partners develop and deliver an audit regime for subcontractors Defined Cost incurred in relation to cost-based subcontracts forms.
Support the Alliance commercial team proving interim cost assurance for Application for Payments.
Periodic verification of cost allocation at a scheme level to ensure costs are allocated correctly within the Cost Breakdown Structure.
Periodic provision of unit cost data in accordance with the Clients Commodity Breakdown Structure.
Deliver the annual audit and interim account regime for each Performance Period under the Alliance contract. Note - this should be largely based on progressive delivery of service across the Performance Period.
Support the Client in delivering an assurance regime of Client Costs.
At regular intervals (no greater than three months), provide to the Alliance Manager a detailed report identifying the nature and extent of costs audited to date, any issues identified, current status and the quantum of any resultant adjustments to the account.
Ensure robust records are maintained by the Partners including providing support where required to ensure a minimum standard to record keeping is achieved across the Alliance.
Supporting the Alliance Commercial Assurance Lead to continue to develop the broader Alliance commercial assurance regime including defining and managing resource requirements.
Ensure adherence to the SMP Alliance contract in the production of Earned Value Measurement by the assurance of the Primavera P6 schedules issued by the Alliance Team, along with the associated documentation that supports those schedules. In order that the National Highways
