Description

The Secretary of State for the Home Department, acting through the Asylum & Family Policy Unit within Borders, Immigration and Citizenship System (BICS) and Crime Police and Fire Group (CPFG), intends to make an amount up to £1,400,000 of grant funding ("Funding") available. The Funding is to provide a support net for migrant victims of domestic abuse who do not have recourse to public funds and do not qualify to access a bed space in a refuge or another means of safe accommodation. This will operate throughout the United Kingdom and the funding will be via a Grant Agreement from date of signature until 31 March 2022, but the Home Office will consider backdating eligible expenditure to 15 December 2020. The Funding is to be awarded through a fair, open and transparent competition by means of a Call for Proposals and will seek to provide protection and recovery for migrant victims of domestic abuse and their children. It will also aim to provide a positive impact for victims accessing safe accommodation when they are in need of emergency support to escape an abusive relationship. It will look to provide victims with a period of respite during which time they can get help to make decisions about how to secure the best outcome for their ongoing safety. The Scheme also aims to gather more information on the scale of the problem, and on which types of migrants it most significantly affects.

Outcomes

The objectives of the fund are to source a single Provider (who may engage Delivery Partners) to:

1. provide refuge or other means of safe accommodation throughout the UK to support and protect migrant victims of domestic abuse with no recourse to public funds and their children; and
2. support the gathering of data to help Government gain a better understanding of the diverse needs of the migrant population in need of support to inform future policy making.

This competition is an online process. This competition will be managed electronically via the Home Office eSourcing Portal. Bidders are urged to register as a Supplier as soon as possible to avoid delays in establishing your Supplier status, as it can take up to 24 hours to create an account. 7. 9. It is imperative you test your portal connection and become familiar with how to submit your bid well in advance of the deadline date.
