Description

Oxfordshire Clinical Commissioning Group (OCCG) is seeking tenders from interested parties for a community endoscopy service. This service is to be delivered across multiple locations and should be delivered so as to be easily accessible to the whole of Oxfordshire. A list of potential locations is provided within the ITT documentation although bidders are free to propose their own.
The service provider will manage clinically routine and two week wait referrals for the conditions stated in the referral criteria as per the ITT documentation culminating in a potential diagnostic endoscopy examination that may or may not include an element of treatment. The Provider will undertake upper and lower GI endoscopies (colonoscopies, gastroscopies and sigmoidoscopies).

Scope of service
The endoscopy service will provide GPs within Oxfordshire with direct access to the following:

• Diagnostic Colonoscopy 18 years and over
• Diagnostic Colonoscopy with biopsy 18 years and over
• Therapeutic Colonoscopy 18 years and over
• Diagnostic Flexible Sigmoidoscopy 18 years and over
• Diagnostic Flexible Sigmoidoscopy with biopsy 18 years and over
• Therapeutic Flexible Sigmoidoscopy 18 years and over
• Diagnostic Endoscopic Procedures on the Upper GI Tract 18 years and over
• Diagnostic Endoscopic Procedures on the Upper GI Tract with biopsy 18 years and over
• Combined Upper and Lower GI Tract Diagnostic Endoscopic Procedures
• Combined Upper and Lower GI Tract Diagnostic Endoscopic Procedures with biopsy
• Combined Upper and Lower GI Tract Therapeutic Endoscopic Procedures
• 2 Week Wait Cancer Pathway
• Surveillance Colonoscopy for reviews only
The Provider must agree and implement pathways with the Commissioner and local secondary care providers to ensure no delays are created when patients require referral to secondary care.


Exclusions

• The service will be limited to colonoscopies, gastroscopies and sigmoidoscopies.
• Children under the age of 18 are not included within the scope of this service.
• Any services provided outside the terms of the specification must have Commissioner specific consent in advance.
• The Commissioner will not pay for any activity not specifically within the specification
• Patients that need emergency treatment or more complex diagnostic investigations will be directed back to their GP immediately, or onto emergency services as appropriate

The contract will use the NHS standard contract and will be for 3 years with an option to extend for two further years, and is expected to commence in October 2017. The contract value will be a maximum of £2m per annum. TUPE is expected to apply to this service.
