Description
The service required is the planning, procurement and delivery of the surveys listed in appendix A.
To deliver these schemes the following will be required:
- Liaise with Asset Lead to obtain details of the scope of the survey.
- Perform role of Principal Designer for the surveys.
- Liaise with Traffic Management contractors and construction delivery team to determine dates for the survey.
- Determine a cost for the traffic management.
- Prepare TTROs as appropriate
- Book Roadspace or ensure this undertaken by others
- Determine if F10 HSE Notification is required. Prepare documents if it is.
- Work with TM Contractor and TST Contractor to agree TM strategy and develop a Communications Plan and undertake Stakeholder liaison.
- Prepare TST (testing contract) Tender Documents using the standard templates, one Tender Documents per Survey.
- Liaise with TST Procurement to finalise and agree Tender Documents
- Assist and facilitate Tender Queries.
- Assist with Tender Assessment process, liaising with Asset Lead.
- Assist procurement with Tender Award and management of the commission and financial reporting during the delivery of the surveys and to eventually completion and close out.
- Facilitate instruction to appoint Traffic Management contractor via CEMAR or Confirm.
- Ensure Principal Contractor (PC) is awarded and undertaking their duties as defined under CDM 2015.
- Arrange for Pre-Construction Information to be provided to the PC
- Ensure Statutory Undertakers Searches are completed, assume by the PC.
- Ensure Asbestos Management is undertaken
- Prepare Environmental Screening Assessments
- Undertake review of Construction Phase Plan and feedback comments to ensure suitable.
- Check PC is providing adequate welfare facilities
- Review RAMS, ensuring adequate measures are in place in view of the COVID-19 guidance (to include method statement for self-distancing)
- Arrange survey supervision - liaise with Construction Delivery Team
- Hold and facilitate weekly meetings to discuss progress and programme.
- Undertake financial management of the survey programme and updating key milestone dates to Planner (for P6).
- Assist Programme Delivery Manager on change control.
- Seek approval of any changes to survey programme and budget from Programme Delivery Manager and Asset Needs Manager.
- Attend monthly finance meeting/s WD-6 (with contractors) and WD-1 (with HE Finance team)
- Review and advise approval of invoices and completion of Final Account.
- Manage Early Warning and CE's under the NEC4 contract
- Collate the results from the survey. Check they are adequate and in accordance with the contract specification and arrange to hand to Drainage Asset Lead for review and further comment.
- Support Asset lead upload data to the relevant asset database.
